20 TH ANNIVERSARY OF ASEAN-CHINA DIALOGUE RELATIONS ~ ASEAN-China: Mutually Beneficial and Win-Win Partners ~ OVERVIEW The year 2011 marks the 20 th anniversary of ASEAN-China dialogue relationship. ASEAN-China dialogue relation started when H.E. Qian Qichen, the Foreign Minister of the People’s Republic of China attended the opening session of the 24 th ASEAN Ministerial Meeting (AMM) in July 1991 in Kuala Lumpur as a guest of the Malaysian Government. China was accorded full Dialogue Partner status at the 29 th ASEAN Ministerial Meeting (AMM) in July 1996 in Jakarta. A BRIEF HISTORY OF MALAYSIA

The history of Malaysia is said to have its beginnings in the era of the Sultanate of Melaka around 1400 CE. At the height of its power the sultanate’s territory covered a major portion of the Peninsula and the East Coast of Sumatera. Strategically located in the middle of the maritime trade route between East Asia and West Asia the sultanate emerged as both a prosperous and powerful government. This allowed Melaka to flourish as the centre for the spice trade in South-East Asia. Since the Sultan himself embraced the religion of Islam it spread far and wide and became the main faith adhered by the people of Melaka. In the year 1511, Melaka fell in the hands of Portuguese invaders. This was the starting point of the era of colonisation by foreign powers in Malaya. This was followed by the Dutch invasion in 1641 and finally the British came and gained foothold in Malaya in 1824 through the English-Dutch treaty. This subject has been acknowledged and the policy related to it has been regulated in most developed countries especially in Europe. The implementation of work-life balance in Norway for example, make it to hsve the highest female participation in labour workforce in the world at about 70% compared to 30 years ago where only half of their women were employed.

10 th Malaysia Plan Transforming Malaysia towards High-Income and High-Productivity Economy T he 10 th Malaysia Plan (MP) which was tabled on June 10, 2010 by Prime Minister Dato’ Sri Mohd Najib Tun Abdul Razak incorporates initiatives in the New Model of Economic (NME) and Government Transformation Programme (GTP). The plan is a gear in transforming Malaysia towards becoming high-income and high-productivity economy as well as realising the Vision 2020. The five-year plan (2011-2015) with a total allocation of RM230 billion has put a major portion on economic sector (RM126 billion or 55 per cent), while the rest is for the social sector (RM69 billion or 30 per cent), security sector (RM23 billion or 10 per cent) and general administration (11.5 billion or five per cent). The key target in the 10 th MP is to increase gross per capita income to RM38,850 in 2015 and this requires achieving a real domestic products growth rate of six per cent per annum.
